Who regulates gambling in Brazil?

Brazil gambling licence: how it works

Operators apply to the SPA/MF under Ordinance SPA/MF 827/2024 for a federal authorization covering fixed-odds sports betting and online games. The applicant must be incorporated and administered in Brazil with a Brazilian partner holding at least 20% of the capital, and its controlling group must include a member with betting or lottery experience. The SPA has up to 150 days to decide a complete application; the R$30 million grant fee is due within 30 days of approval and covers up to three brands for five years. Platform and game certification by an SPA-accredited laboratory must follow the authorization act. The first authorizations were published on 31 December 2024 and about 85 entities were authorized by mid-2026. State lotteries also license betting, but the Supreme Court confirmed in 2025 that their licensees may only accept bets placed inside the licensing state.

  • Company incorporated and administered in Brazil with a Brazilian shareholder holding at least 20%
  • Minimum paid-in capital of R$30 million and a financial reserve of R$5 million under SPA ordinances

  • CPF validation and facial recognition at registration, age 18+, and live reporting to SIGAP
  • AML/CFT program with COAF reporting (Ordinance 1,143/2024)
  • Responsible-gaming, advertising and payment controls under Ordinances 1,231/2024 and 615/2024
  • One .bet.br domain per authorized brand
Licence cost
R$30 million grant fee per authorization (up to three brands, five years) plus a monthly supervision fee; operators paid about R$2.5 billion in grant fees and R$95.5 million in supervision fees in 2025.
Duration
5 years, renewable
Local entity required
Yes
Processing time
Up to 150 days from a complete filing under Ordinance 827/2024; the SPA does not guarantee a decision date.

Gambling taxes in Brazil

  • Operators: 13% of GGR in 2026 under Complementary Law 224/2025 (12% in 2025), rising to 14% in 2027 and 15% from 2028, plus ordinary corporate taxes (IRPJ and CSLL, PIS/COFINS) and municipal ISS.
  • Players: 15% income tax on net annual winnings from fixed-odds betting above the first band of the annual income-tax table (R$28,467.20 for the 2025 calendar year); the player self-assesses in March and pays by the end of April using the ComprovaBet statements operators must issue.
  • Also: The levy funds legal destinations in sport, tourism, health, public security and social security. A provisional measure proposing 18% lapsed in October 2025. LC 224/2025 also makes payment institutions jointly liable for taxes when they keep processing for illegal operators after notice (Ordinance MF 1,766/2026).

Advertising, player protection, KYC and payments

Advertising

Permitted but tightly regulated. Ordinance SPA/MF 1,231/2024 bans messaging that presents betting as income or investment, targets minors or has influencers promise results; CONAR self-regulation applies alongside. From 10 July 2026, Interministerial Ordinance 73/2026 extends liability to agencies, platforms, influencers and affiliates, who must check the advertiser is on the SPA list, and from 17 July 2026 Ordinance SPA/MF 1,964/2026 requires a Ministry of Finance warning covering at least 10% of every advertisement. Senate bill PL 2,470/2026, proposing a near-total advertising ban, was in committee as of September 2026.

Responsible gaming

Mandatory deposit, loss and time limits, self-exclusion through a centralized national platform (launched December 2025), cooling-off periods and helpline messaging. Welcome bonuses and any advance or bonus to induce registration or a first bet are prohibited by Law 14,790 and Ordinance 1,231/2024. Since September 2025 operators must block Bolsa Família and BPC beneficiaries, extended in 2026 to beneficiaries of federal debt-renegotiation programs.

Identity and age verification

Identity verification at registration with CPF matching and facial recognition (Ordinance 722/2024), age 18+, screening against self-exclusion and social-benefit lists, and ongoing AML monitoring with reports to COAF.

Payments

Deposits and withdrawals only by electronic transfer between an account in the player's name and the operator's account at a Central Bank-authorized institution (PIX in practice). Ordinance 615/2024 prohibits cash, boleto, checks, credit cards, crypto and third-party transfers, and forbids credit for betting. Decree 13,033/2026 allows immediate freezing of illegal operators' funds.

Notable restrictions

  • No welcome or deposit-conditioned bonuses
  • No credit-card, crypto or cash deposits
  • Mandatory .bet.br domain for every authorized brand
  • Under-18s, public servants of the regulator, and social-benefit recipients may not bet
  • Controlling shareholders may not hold stakes in Brazilian football clubs or sports organizations
  • Unauthorized sites are blocked by Anatel and their payments are cut off
  • Poker is treated as a game of skill and sits outside the fixed-odds framework, so it is not licensed by the SPA

Brazil iGaming market: size, players and payments

GGR of about R$37 billion in 2025 for the authorized market, according to the SPA's first annual panorama (January 2026); federal collections from the sector reached R$9.95 billion in 2025 per the Receita Federal.

Authorized operators reported that 25.2 million Brazilians placed bets in 2025 (68.3% men); more than 217,000 people registered on the national self-exclusion platform in its first 40 days.

The market is overwhelmingly mobile and PIX makes instant deposits and withdrawals the norm; trade press reported authorized-operator advertising spend of about R$1.44 billion in 2025.

79 companies were authorized at the end of 2025 and roughly 85 entities ran around 187 .bet.br brands by mid-2026, mixing domestic groups and global operators; smaller provisional licensees exited during 2025.

Outlook

The levy is scheduled to reach 14% in 2027 and 15% in 2028, and Congress continues to debate higher rates and a retroactive tax on pre-2025 activity. Bill PL 2,470/2026, which would ban most betting advertising and sponsorship, was advancing in Senate committee as of September 2026. The SPA classified prediction-market products as illegal fixed-odds betting in April 2026 and is working through a 2025–2026 regulatory agenda on affiliates, self-exclusion and payments, so expect further consumer-protection ordinances and continued blocking of unauthorized sites.

Launching in Brazil with GameBridge

Turnkey (your licence, our platform). The federal authorization can only be held by a Brazilian company the operator controls, so the operator is the licence holder and runs its brands on GameBridge technology; GameBridge holds no Brazilian authorization and cannot offer Brazil under a white-label licence.

A Brazilian brand on GameBridge runs in Portuguese (Brazil) with a BRL wallet, geo-controls that admit only players located in Brazil who pass CPF and facial checks, and PIX deposits and withdrawals through the operator's own Brazilian banking relationships. Responsible-gaming settings map to Ordinance 1,231/2024, the self-exclusion and social-benefit block lists are enforced at registration, and the bonus engine is locked so prohibited welcome offers cannot be created. Aggregated content is curated to studios whose games can be certified for Brazil, and GameBridge Studios and Originals titles ship with the certification package an SPA-accredited laboratory requires. SIGAP feeds and ComprovaBet statements are produced from platform data.

  • Portuguese (Brazil) site language and BRL wallet
  • PIX deposits and payouts on request through the operator's Brazilian acquiring
  • Geo lists by country and state with age, CPF and facial-recognition gates
  • Responsible-gaming limits, self-exclusion and block-list checks aligned to SPA ordinances
  • Bonus engine restricted to compliant loyalty and incentive rewards
  • Certification package with every GameBridge Studios and Originals release
  • Regulatory reporting feeds for SIGAP and annual player statements

Crash games, slots and live casino lead Brazilian lobbies alongside football betting; the aggregated catalog covers the studios Brazilians already play, and GameBridge Studios builds exclusive football- or carnival-themed slots to the operator's brief with certification-ready documentation.

Frequently asked questions

Is online gambling legal in Brazil?
Yes. Since 1 January 2025, fixed-odds sports betting and online casino games are legal when offered by a company authorized by the Ministry of Finance's SPA under Law 14,790/2023. Authorized brands run on .bet.br domains. Sites without authorization are blocked by Anatel and payment institutions must refuse their transactions.
How much does a Brazil betting licence cost?
The federal authorization carries a grant fee of R$30 million, payable within 30 days of approval, for up to three brands over five years. Applicants also need R$30 million of paid-in capital and a R$5 million reserve, pay a monthly supervision fee and fund laboratory certification. Operators paid about R$2.5 billion in grant fees in 2025.
What is the gambling tax rate in Brazil?
Operators pay a levy on gross gaming revenue of 13% in 2026, rising to 14% in 2027 and 15% from 2028 under Complementary Law 224/2025, on top of ordinary corporate taxes. Players pay 15% income tax on net annual winnings above the first band of the income-tax table and settle it themselves each April.
Can a foreign company get a Brazilian betting licence?
Only through a company incorporated and administered in Brazil with a Brazilian shareholder holding at least 20% of the capital. International groups form a local subsidiary or partner with a Brazilian investor, capitalize it to the SPA thresholds and apply under Ordinance 827/2024; the controlling group must include someone with betting or lottery experience.
Which payment methods do Brazilian players use?
PIX handles almost every deposit and withdrawal. Ordinance 615/2024 allows only electronic transfers between an account in the player's name and the operator's account at a Central Bank-authorized institution, so bank transfer and debit rails qualify while credit cards, cash, boleto and crypto are prohibited for betting.
Is crypto gambling legal in Brazil?
No. Authorized operators may not accept crypto assets, credit cards or third-party payments, and unauthorized sites of any kind are blocked and cut off from the payment system. Crypto-ready brands on GameBridge are configured for other markets and exclude Brazil in their geo lists.
How does GameBridge help operators launch in Brazil?
Under the turnkey model the operator's Brazilian company holds the SPA authorization and runs on GameBridge: Portuguese site language, BRL wallet, PIX rails, CPF and facial-recognition gates, responsible-gaming controls aligned to SPA ordinances and certification packages for every game release. See Turnkey and the Latin America market page.
