Is online gambling legal in Kyrgyzstan?
After a decade-long casino ban, the Law on Gambling Activities of 30 June 2022, in force from 20 July 2022, allows casinos, slot halls, bookmakers, totalizators, online casinos and electronic casinos under ten-year licences issued by the State Service for Regulation and Supervision of the Financial Market. The law defines a participant as a foreign citizen, so Kyrgyz nationals may not be clients of any licensed operator, and a licence is revoked if a citizen is admitted. Licence fees are set in calculation indices by the Cabinet of Ministers, online casinos pay 4% of GGR, and amendments in 2024 tightened venue and equipment rules. State revenue has stayed far below forecasts, and a 2026 bill would ban binary options and criminalize illegal online lotteries.

Who regulates gambling in Kyrgyzstan?
- State Service for Regulation and Supervision of the Financial Market under the Ministry of Economy and Commerce (Gosfinnadzor) (FSA) — Authorized body for gambling: issues, suspends and revokes ten-year licences for casinos, slot halls, bookmakers, totalizators and online casinos, approves game rules and supervises operators
- Cabinet of Ministers of the Kyrgyz Republic — Sets licence fees and licensing regulations; designated the regulator by resolution under the 2022 law
Kyrgyzstan gambling licence: how it works
Law No. 50 of 30 June 2022 On Gambling Activities defines gambling activity to include casinos, slot machines, computer simulators, interactive establishments, electronic (virtual) casinos, bookmakers and totalizators, regardless of where the server is located. Only a Kyrgyz-registered limited liability company or closed joint-stock company, including one with foreign owners, may hold a licence, which the authorized body issues for ten years for each type of activity separately and only after approving the operator's game rules. Licence fees are set by Cabinet resolution in calculation indices: 840,000 for a casino in a city of republican significance such as Bishkek or Osh, 420,000 or 252,000 in the regions, 105,000 for a bookmaker or totalizator, and for an online or electronic casino 12,600 for administration plus 84,000 for operatorship. Casinos must sit in hotels or restaurants of a minimum size, slot halls must have at least 60 machines, and every venue needs a currency exchange bureau and identity checks through the Tunduk state system. A September 2025 Cabinet decision removed notarization requirements from the application file.
What an applicant needs
- Kyrgyz limited liability company or closed joint-stock company; foreign ownership permitted
- Separate licence for each activity: casino, slot hall, bookmaker, totalizator, online casino or electronic casino, each for ten years
- Mandatory reserve fund under Article 6 of the law to secure payouts
- Game rules approved by the regulator before play is offered
- Identity check of every visitor through the Tunduk state interoperability system; admission of a Kyrgyz citizen leads to licence revocation
- Casinos only in hotels or restaurants meeting minimum size rules; slot halls with at least 60 machines; no venues in residential, educational, medical or religious premises
- Player identification, transaction records, data protection and cashless payment support for online operators
Gambling taxes in Kyrgyzstan
- Operators: Online casinos pay 4% of gross gaming revenue; land-based casinos pay a fixed monthly tax per gaming table and per slot machine, and bookmakers a fixed amount per betting shop, all set in the Tax Code and indexed since 2022 (SBC Eurasia, 2025). Corporate profit tax applies on top.
- Players: Not applicable to Kyrgyz citizens, who may not gamble; winnings of foreign participants are not separately taxed by licensed operators under current rules, which should be confirmed with counsel.
- Also: State revenue from gambling was 96.9 million som in 2023, 232.6 million som in the first ten months of 2024 and 261.9 million som in the first half of 2025, against an initial Cabinet forecast of 3 to 6.5 billion som a year, later cut to 500 million som from 2025 (Ministry of Finance, via 24.kg).
Advertising, player protection, KYC and payments
Advertising
The 2022 companion law amended the Law on Advertising to restrict gambling advertising; promotion may not target Kyrgyz citizens, who are barred from playing, and the 2026 Cabinet bill would ban advertising and promotion of binary options and illegal lotteries outright.
Responsible gaming
Only foreign citizens aged 21 or over with legal capacity may participate; venues verify every visitor through Tunduk and lose their licence if a citizen is admitted. Venues are banned from residential buildings and from educational, medical, cultural and religious premises. There is no national self-exclusion register because residents are excluded by law.
Identity and age verification
Identity and citizenship are verified at entry and at online registration; online operators must identify users, record transactions and protect personal data. Operators are subject to the AML law on terrorist financing and laundering of criminal proceeds.
Payments
Online operators must support cashless payments, and casinos and slot halls must operate a licensed currency exchange bureau. Payments run through Kyrgyz banks and payment organizations; the pending 2026 bill would oblige banks, payment organizations and virtual-asset providers to block transactions linked to binary options.
Notable restrictions
- Kyrgyz citizens may not be clients of any gambling establishment or online casino
- Foreign participants must be at least 21 and legally capable
- Admission of a citizen results in automatic licence revocation
- Casinos only in qualifying hotels or restaurants; slot halls with at least 60 machines
- Lotteries are reserved for the State Lottery Company under the 2017 Law on Lotteries
- Binary options and online lotteries face a full ban under a Cabinet bill pending in 2026
Kyrgyzstan iGaming market: size, players and payments
Gambling tax receipts reached 252.6 million som in the first half of 2025, almost double the same period of 2024 (Ministry of Finance, via 24.kg); the market serves tourists and foreign residents rather than the local population, so GGR is small by regional standards.
Domestic participation is unlawful; the customer base consists of foreign visitors, chiefly in Bishkek casinos and through online casinos licensed to serve non-citizens.
The regulator's register listed five online casino licences, three land-based casinos and two bookmakers in early 2025, plus twelve lotteries all held by the State Lottery Company (SBC Eurasia). Lawmakers have questioned whether the small, concentrated casino sector justifies its social cost.

Outlook
Revenue has trailed forecasts since 2023, and parliamentary criticism runs in both directions: some deputies question whether casinos should stay open, while the Cabinet has signaled it may ease rules to attract more operators. The 2026 bill on binary options and illegal lotteries shows enforcement, not liberalization for residents, is the current direction. The ban on Kyrgyz citizens is the defining feature and is not expected to change soon.
Launching in Kyrgyzstan with GameBridge
Model decided with counsel. A Kyrgyz online casino licence permits play only by foreign citizens, so its value depends on the laws of the markets the operator wants to serve rather than on Kyrgyzstan itself; GameBridge assesses such projects with the operator's counsel and geo-blocks Kyrgyz residents in every case.
For any GameBridge brand, Kyrgyz residents are excluded through geo-controls and citizenship checks at registration, because the law bars them from playing. Where an operator holds or seeks a Kyrgyz online casino licence to serve non-citizens, GameBridge can configure the platform to the regulator's requirements: identity and citizenship verification, transaction records, data protection, cashless payments and approved game rules, with a KGS wallet for local settlement and Russian as a site language for eligible foreign players. Whether residents of other countries may lawfully be accepted is a question for the operator's counsel market by market, and GameBridge's geo lists are set accordingly. GameBridge Studios and Originals ship with certification files for the regulator's review.
- Kyrgyz residents excluded by default through geo-controls and citizenship checks
- Age-21 and identity verification aligned with Tunduk-style checks
- Market-by-market geo lists set with the operator's counsel
- KGS wallet and Russian site language for eligible foreign players
- Transaction recording and data-protection controls required for online licensees
- Certification files for every GameBridge Studios and Originals release
Casino table games and slots are the core of Kyrgyzstan's licensed offer to foreign players; the aggregated catalog of {providersAvailable} game providers and GameBridge Studios exclusives can be curated to the nationalities an operator lawfully serves, with Kyrgyz citizens excluded throughout.
