Is online gambling legal in Laos?
Laos has no standalone gambling statute. The Penal Code makes gambling an offense for Lao citizens, with the state lottery under the Ministry of Finance as the only exception, and ministerial orders and notices from 2009, 2017 and 2019 direct provincial authorities to shut illegal lotteries, slot-machine shops and online gaming outlets with warnings, fines and, on a third offense, prosecution under Article 141. Casinos exist only inside special economic zones such as the Golden Triangle SEZ in Bokeo and the Savan-Seno zone in Savannakhet, where they form part of long-term investment concessions that the Investment Promotion Law reserves for National Assembly approval and that admit foreign passport holders only. A government plan reported in 2023 to license offshore-only online operators barred from serving Lao residents had not produced a verifiable public licensing regime by September 2026.

Who regulates gambling in Laos?
- Ministry of Planning and Investment (Special Economic Zone authorities) (MPI) — Administers special economic zones and the concession agreements under which zone casinos operate; casino businesses require National Assembly approval under the Investment Promotion Law
- Ministry of Finance (MOF) — Runs the state lottery monopoly and issued the 2009 order on lottery management used against illegal ticket sellers
- Ministry of Information, Culture and Tourism and Ministry of Public Security (MICT) — Issue and enforce notices against slot-machine shops and online gaming outlets; police prosecute gambling under Article 141 of the Penal Code
Laos gambling licence: how it works
No licence exists for online casino, betting, poker or private lottery serving people in Laos, and gambling by Lao citizens is a criminal offense. Casino rights are not licensed under a gambling law at all: they are components of special economic zone concession agreements negotiated with the Ministry of Planning and Investment and approved by the National Assembly, which the Investment Promotion Law (Article 49) lists alongside nuclear power and large land concessions as matters reserved to it. The zone casinos (Kings Romans in the Golden Triangle SEZ, Savan Legend in Savannakhet, Dansavanh near Vientiane) admit foreign visitors only. Consultants advising the government said in 2023 that an offshore-only online licensing model was being drafted, with master licences that could sub-license and a bar on Lao customers; GameBridge has not been able to verify a published regulation, fee schedule or public register for that regime, so it is treated as unconfirmed.
What an applicant needs
- No application route exists for online gambling serving people in Laos
- Casino operation requires a special economic zone concession approved by the National Assembly, typically as part of a large development investment
- Zone casinos may admit foreign passport holders only; Lao citizens are barred
- The state lottery is a Ministry of Finance monopoly; private lottery licences are not available
- Slot-machine shops and online gaming outlets outside zones are subject to closure notices, fines and prosecution
Gambling taxes in Laos
- Operators: Zone casinos pay taxes and fees set in their concession agreements and the tax law rather than a published gaming tax rate; the government has in the past pursued casino operators for unpaid taxes. No online gambling tax exists because no online gambling is lawful.
- Players: None applicable to lawful activity by residents, who may play only the state lottery; lottery prizes are paid by the state operator under Ministry of Finance rules.
- Also: The Golden Triangle SEZ casino operator has been under United States Treasury sanctions since 2018 as a transnational criminal organization, which is a compliance consideration for any counterparty.
Advertising, player protection, KYC and payments
Advertising
Promoting gambling to Lao citizens is unlawful; provincial authorities issue public notifications ordering businesses to stop illegal lotteries, slot machines and online games, and repeat offenders face fines and arrest.
Responsible gaming
Not applicable; the model is exclusion of citizens from casinos and prohibition of everything except the state lottery.
Identity and age verification
Zone casinos check passports to enforce the foreigners-only rule; no online KYC regime exists.
Payments
No lawful payment route for online gambling exists. Domestic payments run through bank transfer, the BCEL One and other bank apps and cash, largely in kip with Thai baht and US dollars also circulating; the Bank of the Lao PDR restricts foreign-currency use, and crypto is regulated for licensed mining and trading but is not a gambling payment method.
Notable restrictions
- Gambling by Lao citizens is a criminal offense under Article 141 of the Penal Code
- Casinos may operate only inside special economic zones under National Assembly-approved concessions, for foreign visitors
- The state lottery is the only gambling open to citizens; illegal lottery sellers face confiscation, fines and prosecution
- Slot-machine shops and online gaming outlets are shut under the 2017 MICT notice and the 2019 Prime Minister's Office notification
- No online gambling licence for people in Laos exists; the reported offshore-only regime is unverified
Laos iGaming market: size, players and payments
No reliable public estimate. The lawful market is the state lottery for residents and a handful of zone casinos serving visitors from neighboring countries.
The state lottery's frequent draws make it the dominant lawful betting activity for residents; casino customers are foreign visitors.
Mobile banking apps are the main digital payment channel; enforcement notices target online gaming outlets and illegal lottery sales rather than a formal online market.
No lawful online operators. Land-based: Kings Romans (Golden Triangle SEZ), Savan Legend (Savannakhet) and Dansavanh Nam Ngum (near Vientiane), all serving foreign visitors.

Outlook
No change to the prohibition for Lao citizens is proposed. The unresolved item is the offshore-only online licensing plan reported in 2023, which would copy the Philippine offshore model that the Philippines itself abolished in 2024; whether it has been implemented, and on what terms, could not be verified from official sources by September 2026, and pressure from neighboring governments over scam and gambling operations in special economic zones argues against expansion. Enforcement against illegal lotteries, slot shops and online outlets continues through provincial notifications.
GameBridge and Laos
Not served by GameBridge. Gambling is a criminal offense for Lao citizens, no domestic online licence exists and the reported offshore regime is unverified, so GameBridge excludes Laos by geo-controls by default; this page exists so compliance teams can verify that status quickly.
Laos is on the default country deny list of every real-money brand on GameBridge, enforced by GeoIP with a device GPS re-check and a restricted-region page, and the setting is logged for audit. GameBridge does not configure casino, sportsbook, poker or lottery products for users in Laos under any model, does not supply systems to zone casinos and does not treat any Lao offshore licence as a route to market for its brands. Whether a free-to-play game with no stakes and no prizes may be offered to Lao users is a question for the operator's counsel under Article 141.
