Is online gambling legal in Slovakia?
The 2019 Gambling Act ended the state monopoly on online casino games and created the Úrad pre reguláciu hazardných hier (URHH) as a dedicated regulator. Any company seated in the EU or EEA can apply for an individual licence for online casino games, online betting or both; number lotteries stay with the state company TIPOS. Entry costs are high: a EUR 3 million administrative fee per online vertical, EUR 1.7 million share capital and a financial security deposit. A 2025 consolidation package lifted the levy on online casino and online betting to 30% of GGR from 1 December 2025.

Who regulates gambling in Slovakia?
- Úrad pre reguláciu hazardných hier (Gambling Regulatory Authority) (URHH) — Grants individual licences, supervises operators and promotion, runs the register of excluded persons and the weekly list of prohibited (unlicensed) offers
- Ministry of Finance of the Slovak Republic (MF SR) — Drafts gambling legislation and levy rates; oversees the URHH and the national lottery company TIPOS
Slovakia gambling licence: how it works
Online casino games and online odds betting each require an individual licence from the URHH. Applicants must be a joint-stock company or a limited-liability company with a supervisory board (or an equivalent EU/EEA company with a Slovak representative), hold at least EUR 1.7 million of share capital, prove the origin of funds and the integrity of owners and managers, and lodge a financial security deposit. The game server must be located in Slovakia, the offer must be available in Slovak, and the player-registration and account rules are approved as part of the game plan. A standalone online casino or online betting licence runs for ten years; combinations with land-based casinos or betting shops run for five years with a five-year option.
What an applicant needs
- Company seated in Slovakia or another EU/EEA state; share capital of at least EUR 1.7 million with documented origin
- Individual licence per vertical: online casino games, online odds betting, or a combined licence
- Financial security of EUR 750,000 for an online casino, EUR 1.25 million for online casino plus online betting
- Game server located in Slovakia with full recording of bets and wins, and a .sk web address named in the licence decision
- Player registration with name, personal identifier or date of birth, address and nationality; one account per operator
- Real-time checks against the register of excluded persons (RVO) at registration and login
- Approved game plan, complaints procedure and responsible-gaming displays in Slovak
Gambling taxes in Slovakia
- Operators: 30% of GGR on online casino games and 30% of GGR on online odds betting since 1 December 2025 (previously 22% and 27%); 30% of rake on peer-to-peer games; land-based betting 5.5% of stakes plus 0.5% to the municipality; plus 21% corporate income tax.
- Players: Winnings from licensed gambling are exempt from personal income tax for individuals.
- Also: For online betting the GGR base for the levy may not be lower than 11% of winnings paid in the same month, and bonus payouts must be recorded separately and cannot reduce the levy base. Levies are settled monthly with the URHH; fixed annual levies apply per land-based machine.
Advertising, player protection, KYC and payments
Advertising
Promotion of any gambling that is not licensed in Slovakia is prohibited, including promotion aimed at Slovak players in Latin script. Licensed operators may advertise, subject to the Advertising Act, a ban on outdoor gambling adverts within 200 meters of gaming halls and casinos, and the industry Code of Responsible Advertising agreed with the URHH in 2023, which limits bonus advertising without clear conditions. Proposals for tighter statutory limits were tabled in 2025 and had not been enacted as of September 2026.
Responsible gaming
Play is limited to persons aged 18 and over. Operators must display, at every login, the ban on under-18 play, cumulative monthly and lifetime bets and winnings, and the option to set monthly bet and loss limits, which must be applied within 24 hours. Persons in the state register of excluded persons, which includes self-excluded players and recipients of certain social benefits, must be blocked in real time.
Identity and age verification
Registration and a single player account per operator are mandatory before any online play; the operator collects name, personal identifier or date of birth, address and nationality and verifies identity under the Slovak AML Act, which treats online gambling operators as obliged entities.
Payments
Deposits and stakes may be made in cash or cashless; online play relies on cards and bank transfers to and from accounts in the player's name. Crypto is not a recognized means of payment for licensed games. Payment service providers and internet providers must block prohibited offers listed by the URHH, with blocking orders issued through the courts.
Notable restrictions
- Number lotteries and the state lottery are reserved for TIPOS
- Game servers must be located in Slovakia and sites must run on a .sk domain
- Municipalities may ban or restrict land-based gaming halls and casinos by ordinance
- The URHH publishes a weekly list of prohibited websites and apps for ISP and payment blocking
- One player account per operator; excluded persons must be refused
Slovakia iGaming market: size, players and payments
URHH data for 2025 show total stakes of EUR 26.77 billion and GGR of EUR 1.55 billion, up 7.2% year on year; online casino GGR was about EUR 569 million (36.6% of the market) and sports betting about EUR 324 million (URHH via iGaming Express and iGamingToday, 2026).
Online casino overtook land-based venues as the largest segment for the first time in 2025; land-based GGR fell to about EUR 469 million as municipalities restricted gaming halls (URHH, 2026).
Operators report that most online casino and betting activity is now through apps; the URHH's 2025 report attributes the online shift to constant mobile access.
Tipsport SK, Niké, Fortuna SK, the state lottery company TIPOS and Perix control roughly 70–80% of the market (Finstat data via Startitup, 2025); DOXXbet and Monacobet are the next tier.

Outlook
The Sports and Tourism Minister's 2025 proposals to widen the state lottery company's role, harmonize land-based and online levies and restrict play by benefit recipients remained politically contested as of September 2026, and the URHH's outgoing leadership called for a full review of the 2019 Act. Operators should budget for the 30% levy and expect continued blocking of unlicensed sites and closer scrutiny of advertising and bonus practices.
Launching in Slovakia with GameBridge
Turnkey (your licence, our platform). Slovakia licenses private operators for both online casino and betting, but the URHH licence, the EUR 1.7 million capital and the EUR 3 million fee sit with the operator, so the operator holds the licence and runs on GameBridge technology. GameBridge holds no Slovak licence.
A Slovak brand on GameBridge runs in Slovak on the operator's .sk domain with a EUR wallet, geo-controls that admit Slovak residents only after registration with the identity fields the Act lists, and a game server deployed in Slovakia to satisfy the in-country hosting rule. The login screen shows the mandatory under-18 notice, cumulative bets and winnings and the monthly bet and loss limit controls, and the platform checks the register of excluded persons at registration and every login. Cards and bank transfers connect through the operator's payment institutions, the levy report is produced monthly from GGR, and content is curated to studios whose games can be included in the approved game plan; GameBridge Studios and Originals ship with the documentation the URHH's authorized testing bodies need.
- Slovak site language and EUR wallet
- In-country game server deployment on a .sk domain with full bet and win logging
- Register of excluded persons (RVO) checks at registration and login
- Mandatory login displays and monthly bet and loss limits applied within 24 hours
- One-account-per-player enforcement and identity verification before payout
- Monthly 30% GGR levy reporting for the URHH
- Certification package for GameBridge Studios and Originals versions
Slovak lobbies lead with slots and live casino, and betting follows football and ice hockey. The aggregated catalog brings the studios already approved for Slovak operators, and GameBridge Studios exclusives are built with the game-plan documentation the URHH requires.
