Is online gambling legal in South Korea?
South Korea permits gambling only where a special statute allows it: casinos (17 foreigner-only venues plus Kangwon Land, the single casino open to Koreans), horse, cycle and motorboat racing, the state lottery, Sports Toto and bullfighting. Everything else, including online casino, online poker and private bookmaking, is illegal for operators and players, and Korean nationals commit an offense when they gamble abroad or on foreign websites. The National Gambling Control Commission caps legal sales and monitors illegal gambling, while the Korea Communications Standards Commission orders site blocking and the police run recurring cyber-gambling crackdowns. From 1 July 2025 Sports Toto is run by Korea Sports Leisure, a subsidiary of the Korea Sports Promotion Foundation, replacing the private trustee.

| Online casino | Prohibited |
| Sports betting | Monopoly |
| Online poker | Prohibited |

Prohibited: Online gambling is illegal for operators and players and is enforced.
Who regulates gambling in South Korea?
- National Gambling Control Commission (사행산업통합감독위원회) (NGCC) — Prime Minister's office body that sets total-sales caps for the legal gambling sectors, runs the Illegal Gambling Monitoring and Reporting Center and requests site blocking
- Korea Communications Standards Commission (방송통신심의위원회) (KCSC) — Reviews illegal gambling websites and orders internet service providers to block access or remove content
- Ministry of Culture, Sports and Tourism (문화체육관광부) (MCST) — Supervises casinos under the Tourism Promotion Act, Sports Toto under the National Sports Promotion Act and game ratings under the Game Industry Promotion Act
South Korea gambling licence: how it works
There is no licence for online casino, online poker or private sports betting, and none is under discussion. Casino licences are granted by the Ministry of Culture, Sports and Tourism under the Tourism Promotion Act for foreigner-only venues, most recently Mohegan Inspire in Incheon (casino opened February 2024); Kangwon Land operates under the Special Act on Assistance to the Development of Abandoned Mine Areas and is the only casino Koreans may enter. Sports Toto is issued by the Korea Sports Promotion Foundation and sold in shops and online through Betman; horse racing and the lottery are run by statutory bodies. Private companies can participate only as suppliers or, historically, as trustees of these public products.
What an applicant needs
- Online casino, poker and private bookmaking: no licensing route exists
- Foreigner-only casinos: Tourism Promotion Act licence from MCST, with Koreans barred from entry
- Kangwon Land: special-act casino with entry limits and addiction-prevention duties for Korean players
- Sports Toto: public product of KSPO, run since July 2025 by its subsidiary Korea Sports Leisure; bets capped at KRW 100,000 per ticket
- Web-board games (poker, go-stop): GRAC rating plus Game Industry Promotion Act spending limits
Gambling taxes in South Korea
- Operators: None for online gambling because none is licensed. The legal industry paid about KRW 2.1 trillion in national and local taxes in 2024 (NGCC) plus contributions to public funds; foreigner-only casinos pay a tourism promotion fund levy on sales.
- Players: Winnings from Sports Toto, lottery and racing above statutory thresholds are subject to withholding tax; Kangwon Land applies a casino entry fee.
- Also: Legal operators also pay an addiction healing charge (about KRW 24.6 billion in 2024). Illegal online gambling generates no tax and exposes players to Criminal Act penalties.
Advertising, player protection, KYC and payments
Advertising
Advertising illegal gambling is itself an offense, and the KCSC blocks or removes promotional posts on portals and social networks; 85,498 corrective measures were issued in 2024. Legal products advertise under sector rules, with Sports Toto and lottery marketing limited by NGCC guidance.
Responsible gaming
The NGCC sets annual sales ceilings for each legal sector, funds the Korea Center on Gambling Problems and declared 2025 the first year of a campaign to eradicate illegal gambling and youth gambling. Kangwon Land applies monthly entry limits and self-exclusion for Korean players.
Identity and age verification
Betman and the lottery's online channel require real-name verification with a Korean mobile number and bank account and are open only to adults (19 or over). Casinos check passports at entry to enforce the foreigner-only rule.
Payments
Legal online betting is funded through Korean bank accounts linked to Betman and the racing and lottery platforms. Lending a bank account, phone number or e-wallet to an illegal gambling operation is a crime, and police recovered KRW 123.5 billion of gambling proceeds in the 2024–2025 special crackdown. There is no lawful rail for online casino or foreign sportsbook play.
Notable restrictions
- Online casino, poker and private sports betting are criminal offenses for operators and players
- Korean nationals are liable for gambling abroad or on foreign websites
- Koreans may enter only one casino, Kangwon Land
- Sports Toto bets are capped at KRW 100,000 per ticket and sold only through Betman and licensed shops
- Slot, roulette and blackjack simulations that take payment are generally refused a game rating
South Korea iGaming market: size, players and payments
Legal gambling sales were KRW 25.3 trillion in 2024, up 3.5% (NGCC 2024 statistics): lottery KRW 7.33 trillion, horse racing KRW 6.51 trillion, Sports Toto KRW 6.01 trillion, casinos KRW 3.23 trillion. The NGCC estimated the illegal online market at KRW 37.5 trillion in 2022.
Legal-sector visits rose 19.6% to 22.9 million in 2024, with online betting driving racing growth (NGCC). The police special crackdown from November 2024 to October 2025 arrested 5,196 people, half in their twenties and thirties, and identified 7,153 minors involved in gambling.
Betman, the racing platform and the lottery sell mainly through mobile apps with real-name verification; online betting introduced for horse racing lifted racing users sharply in 2024 (NGCC).
Public monopolies hold every legal vertical: KSPO for Sports Toto, the Korea Racing Authority, the Lottery Commission's contracted operator, Kangwon Land and 17 foreigner-only casinos led by Paradise and Mohegan Inspire (2024 casino sales KRW 1.86 trillion, up 32.3%).

- 2025-11Police report 5,196 arrests in the year-long special cyber-gambling crackdown
- 2026-02Monthly purchase limit for web-board games raised from KRW 700,000 to KRW 1 million
Outlook
No legalization of online casino or private betting is on the agenda; policy runs the other way, with the NGCC, KCSC and police expanding monitoring and account-tracing. Lawmakers have criticized the falling blocking rate (44.9% by August 2025) and a review backlog at the KCSC, so faster takedown procedures are likely. Debate continues about whether Koreans should be admitted to more casinos, but no bill had passed as of September 2026.
GameBridge and South Korea
Not served by GameBridge. Online casino, poker and private sports betting are criminal offenses in South Korea for operators and players, so no GameBridge brand may accept players located there.
South Korea is excluded by GameBridge geo-controls by default, with IP, device, payment-country and Korean mobile-number signals used to block registration and play. This page exists so compliance teams can confirm the position quickly: no licence exists, blocking and account-lending prosecutions are active, and Korean nationals are liable even for play abroad. No Korean site language is offered. Simulated-gambling content is not distributed to Korean app stores because GRAC generally refuses ratings for paid casino-style games.
